In October 2006, Attorney John Sofis Scheft of Law Enforcement Dimensions (LED) was selected by the Working Group to conduct a systematic review of law enforcement training in Massachusetts.

Support for this study came from a Byrne Grant obtained through the Executive Office of Public Safety (EOPS) in October 2006. LED’s review included extensive field interviews and surveys, and research into the best practices of other jurisdictions.

The investigation culminated in this report, which contains the conclusions of Attorney Scheft and LED.
